Rule 155
Arrangements for work by consumer committees

(1) Regardless of what is written elsewhere in this regulation, Sixty million  of the projects operated at the local level, amended by the first amendment. (4) Upon receipt of the proposal or application as per sub-rule (3), the relevant local body and such consumer committee shall discuss, negotiate or visit the construction site as required and enter into a purchase agreement regarding such work or service.
(5) According to sub-rule (1), while implementing local projects or programs by the consumer committee, the following should be done:-
(a) When the work is carried out through the consumer committee, the cost, the period to be completed, the operation and maintenance of the completed work and other necessary matters must be clearly defined and an agreement must be made between the concerned local body and the consumer committee.
(b) The concerned local body should provide other technical assistance including preparation of cost estimate, technical advice, inspection etc. If full-time technicians are not available even during the construction work, technicians can be hired for supervision work according to the rules.
(c) When the technician estimates the cost, the public participation should also be taken into considerationYou have to write. From the amount of such cost estimation, value added tax, overhead and contingency amount and part of public participation should be deducted and given to the consumer committee. After giving the work in this way, depending on the nature of the work, the work schedule can be obtained in advance and based on that, usually up to one-third of the amount can be advanced. However, in the event that the market price of the construction materials used by the consumer committee includes the value added tax, the cost estimate should also be included.
(d) When the work is done by the consumer committee, separate and clear records should be kept regarding the local people who work for full wages, those who work for low wages or those who work without wages.
(e) After the completion of the construction related work, the consumer committee shall submit to the concerned local authority a certified copy of the presence and decision of the majority consumer group, including the amount received for the said work and the amount received for the said work and the total expenditure including labor or cash or in kind from public participation. . After receiving the information in this way, if the local body deems it necessary, it should conduct a public examination and create a record with it.
(f) The work received by the consumer committee should not be done by the contractor. If the consumer committee is not able to do the work on time, what can it do or not? If it cannot give the necessary deadline for the answer, the relevant local body can do the work according to these rules or through other procedures. (g) It should be clearly mentioned in the contract that the maintenance of the work completed by the consumer committee will be done by the same consumer committee.
(h) After the completion of the work undertaken by the consumer committee, the ownership of the designated project, including the responsibility of maintenance and maintenance, shall be transferred to the consumer committee. (j) Apart from the work involving more complex technical aspects and the use of more machinery, only projects or programs that generally adopt labor-intensive technology should be conducted through the consumer committee. (j) When submitting the submissions taken by the consumer committee in accordance with clause (c) of sub-rule (5) of rule 155, the technical evaluation of the first installment, the measurement test and the running bill of the open price based on the contract and work performance, along with a copy of the decision of the consumer committee meeting, to the relevant body. Application should be submitted.
(k) If the details as per Clause (j) are presented by the consumer committee, if there is a delay in the payment, only the next installment will be made and the inquiry will be given as payment.
(l) The local body related to the expenses incurred by the consumer committee, bills, and compensation can inspect the staff at any time and take a report.
(d) When the consumer committee submits an application for work to the relevant local body and when the local body enters into a work agreement with the consumer committee, the amount of the contribution made by the consumer committee shall be disclosed and the consumer committee shall keep accounts accordingly.
(d) If the work is completed less than the contribution of the consumer committee established as per clause (d), the running bill and valuation report will be received accordingly, the amount incurred by the local body will also be reduced in the same proportion. The record of the consumer committee that does such work should be kept in the relevant local body.
(n) If for any reason it is not possible to provide technical support from the local body for the work done by the consumer committee, the consumer committee may appoint a technician under contract on its behalf within the limits of the specified expenses. The remuneration to be given to the technician appointed in this way shall be paid from contingency. Such wage cost RsIt will not be more than three percent of the value.
(s) Among the total members of the consumer committee formed from the consumers who will directly benefit from the project, women members should not be less than thirty-three percent, fifty percent should be represented by women, Dalits, tribals/tribals as well. However, the elected official of the relevant local body will not be allowed to be in the consumer committee.

Considering the nature of the work completed in this way, if there is any error (defect) in the construction work and needs to be corrected within six months, the consumer committee that is doing the construction work will have to correct it at its own expense.
(N) Documents of the work done by the consumer committee and the bill, compensation etc. of the purchased materials should be kept in the consumer committee and audited according to the prevailing law. (c) In programs other than construction work, the program can be implemented through the consumer committee after agreeing with the consumer committee and carrying out the operation or completing the work. (f) For the purpose of administrative expenses to the consumer committee, up to two percent of the cost estimate can be paid by the relevant local body by showing the expenditure on the related project.
(b) No other work shall be given to the consumer committee without completion of the work once provided.
